How by:

• Get decision making time lines to meet or beat those of Langford's (this will include comparative dialogue between CAO and Senior Staff from both municipalities)

• Rescinding of step code (an unnecessary expense that adds to cost of housing)

• Leverage density bonusing for additional affordable housing units

• Leverage city owned land for low income and coop family housing

• Lobby province and feds for dollars to help build affordable family and low income housing


2.  BUILD A HEALTHIER CITY

How by:

• Free rec centre annual passes to all Victoria kids 18 and under

• Relocation of bike lanes away from major arterial roads and onto side roads

• Eliminate homeless camps through construction of mixed income and low income housing

• Encourage more strata buildings to become pet friendly

• Support an enhanced regional hiking and biking trail system

• Reduce traffic congestion through proper synchronization of traffic lights on major arterial roads


3.  BUILD A MORE BUSINESS FRIENDLY CITY

How by:

• Making business licenses a one time rather than annual fee (as is now done in Langford)

• Improved consultation with the small business sector including calling for halt to bike lane construction pending design and location review and proper consultation with affected businesses

• Reestablishing the exclusion zone between cannabis stores to 200 metres

• Allow for limited number of licensed cannabis and vaping lounges

• Create level playing field re taxes between hotels and short term rentals and allow for STRs subject to strata approval


4.  BUILD A MORE PROSPEROUS CITY

How by:

• Ensuring the construction of enough new housing units to stabilize rents across the city, as Seattle has proven can be done

• Attract more federal and provincial dollars into the municipality via low income and coop housing investment

• Investing in Victoria's infrastructure (eg crumbling inner harbour wall)

• More construction jobs and more places for construction workers and their families to live

• Focus on reducing traffic congestion into downtown core and increasing the number of public parkades

• Increased revenues due to higher density housing and new construction will reduce the need for future tax increases

• Increase municipal funding of the Vancouver Island Film Commission to $50,000

• Enhanced promotion of Victoria as a tourist destination especially with the cruise ship industry

• Increased promotion of shipbuilding industry and hi tech industries in Victoria


5. BUILD A MORE ACCOUNTABLE CITY

How by:

• Create a mayors advisory committee that will include as a minimum representation from small business, union, first nation, tourism and construction sectors

• Implementation of a voting dashboard on the City of Victoria website where the public can quickly and easily see how the Mayor and the Council voted on issues

• Annual financial disclosures of Mayor and Council readily accessible online

• Holding the CRD's feet to the fire when it comes to sewage treatment misspending etc

• Improved financial accountability and transparency

• Review and updating of OCP and municipality approving projects that fit within zoning within weeks rather than years

• Support serious study into cost benefits of amalgamation and giving voters a direct say through referendum on the matter

• Annual town hall meeting with Mayor

• Better working relationships with other CRD area municipalities

• Ensure that voters get final say on any future amalgamation via binding referendum
